02 · Legal framework

What must be in place before each form starts

LIA

A written LIA agreement between the higher vocational programme and the workplace must be signed before the student starts. The agreement specifies learning objectives, assessment criteria and the supervisor in charge.

APL

A written APL undertaking is established per student between school and workplace. The vocational teacher plans content, learning objectives and assessment basis before the student starts.

VFU

A framework agreement is established between the higher-education institution and the placement provider. A qualified supervisor with completed supervisor training is assigned to each placement before the period begins.

PRAO

Partner catalogue and search

Browse and filter partner workplaces by industry, location, capacity and previous assessments. The catalogue is built up over time and forms the basis of the matching engine.

Student–workplace matching

A semi-automatic matching engine that suggests placements based on student preferences, profile, capacity at the workplace and previous outcomes. The coordinator confirms every match before agreements are sent.

Agreements with BankID signing

Templates for LIA, APL and VFU agreements are generated automatically and signed digitally with BankID by all parties. Signed agreements are archived and accessible during the entire placement period.

Learning objectives and assessment criteria

Each placement is linked to learning objectives from the syllabus and assessment criteria for the supervisor. Objectives can be cloned per programme and adapted to the workplace.

Supervisor onboarding

A digital introduction course for new supervisors with sector-specific modules. Completion is logged in the staff journal and serves as supporting documentation for eligibility.

Access control and GDPR setup

Define access per role, programme and placement before processing begins. Data minimisation, retention rules and lawful basis are configured prior to first use.

Insurance and SAM checklist

A structured checklist verifies insurance coverage and systematic work environment management at each workplace before take-up. The checklist is reusable per placement.

Risk assessment before take-up

A risk assessment is documented per placement and signed by the workplace. Particularly relevant for prao and APL in environments with safety requirements.

Background and record checks

Request and log extracts from the criminal record for placements that legally require it. Document handling and time limit are managed in line with the regulatory framework.

Kick-off scheduling

Plan introduction days, scheduled meetings between student, supervisor and coordinator, and kick-off material that must be completed before the first work week.

Confidentiality undertakings and access rules

Confidentiality undertakings, security checks and access rules are signed digitally before the student takes up the placement. Each undertaking is archived and made available to the workplace.

Data protection from day one

Lawful basis, data minimisation and retention rules are configured before any personal data is collected. A data processing agreement (DPA) is signed prior to the first user being onboarded.
